what are the actual rules of alcohol in a restaurant in this place??

sometimes they’re cool and realize you’re an adult who can make their own decisions responsibly… but i was just told at red robin in south jordan, that every person having a drink needs to buy an entree, we had an appetizer for the group of 3 and only 1 person wasn’t ordering a meal.
i know this dude either didn’t know the rules or was intentionally trying to get a bigger bill, but WHAT /WHERE ARE THE RULES?!?!?
