Is this normal?

Hey guys I’m an EHS manager with a pretty large company unfortunately I don’t have much experience with boilers and my maintenance team is not very cooperative. I have a couple old buildings under my purview and I walked into the boiler room and found this….is this supposed to be happening? I definitely feel like there is something super wrong. First picture is the old old boiler and next one is the flame coming out of some kind of tiny hole next to some duct work.
