How do you ask management for funds? Our IT systems are ancient, but there's "no room in the budget" for anything else

Our records are a mess. We keep paper files and spreadsheets that aren't up to date most of the time. I can't tell who's trained on what or what's actually been done after incidents. How do I get management to open up their wallets and actually take this seriously? I bet an audit or fine would get things moving, but I'm hoping it doesn't get to that point.
