The negotiations at Vladivostok had certainly not gone without speed bumps, mostly due to Russian irredentism and lack of diplomatic tact, but it was by no means a failure as Japanese interests that had been enshrined in Inner Mongolia were tacitly allowed to spread to Outer Mongolia. This was relevant to the economic interests of the growing Japanese juggernaut and the profit margins of the zaibatsu, which had sustained significant growth due to the expanding civilian market throughout the Great War. The expansion of these economic interests would naturally also follow with political interests as protecting the weak and unprotected economic interests was key to long term success, as seen in places like Shandong and portions of Northern Manchuria.
Outer Mongolia's resources had mostly been discovered and exploited by the Russians over the past decade until they collapsed due to internal political strife. This would be the very first locations chosen to by the incoming zaibatsu, specifically those such as the gigantic Mitsui that took over mines such as the Boroo Gold Mine. Small copper mines existed throughout the entirety of Mongolia which would quickly be gobbled up by the Sumitomo Group, the same zaibatsu that already owned the vast majority of copper and silver mines in Japan proper. Outside of these, they would send out prospectors to look for untapped resources as the Russians had certainly not spent much on searching for resources in Outer Mongolia, and the zaibatsu were not going to squander this opportunity.
