Japan has came out of the Great War better than it had coming in. The economic boom during and immediately post the war has done wonders to the Japanese society as a whole, and now, in a new world where Japanese interests can only be kept through the Japanese military might, the IJA, IJN and IJAC must be able to maintain its top of the line status.

In addition to military hardware purchases, the Imperial General Headquarters have also issued the construction of a strategic oil reserve. With the goal of stocking up to 120 million barrels of oil The strategic reserve would be stocked up within a period of 3 years, and to be purchased mostly from the Borneo and Californian oil fields. All private firms in Japan who uses any form of oil/oil based products must also establish a private reserve equal to that of their annual consumption.
