After a declaration of martial law and effective seizure of power, and with the blessing of a shell shocked Emperor who was nearly seized by rioters, Prime Minister Tanaka Giichi sets off to reform the organization of the very Imperial Japanese Army and Navy that had almost turned the bedrock of Japanese society upside down.

The first order of business was the reorganization of the Imperial Japanese Army General Staff Office and the Imperial Japanese Navy General Staff. Separate offices with its own separate chain of commands outside civilian and government regulations have allowed for unparalleled independence from the services, propagating a culture of disobedience towards the government for the 2 services, which have almost proved fatal. Instead, the Imperial Decree 354 dissolved the IJA General Staff Office and IJN General Staff, as well as the Imperial General Headquarters, and immediately reforms it under the Military Decree 1, giving the Imperial General HQ command over both the IJA and IJN, as well as the independent IJAC. The head of the IGHQ would be the General Staff Board, consisting of the Minister of War, the IGHQ administrative and political head, with the Chiefs of the General Staff Army Board and Navy Board being the head of the day to day operations in the Army and Navy. The Minister of War has veto and appointment power over IGHQ appointments, and must answer to the Prime Minister. The Minister of War must be a military officer, however is mandated to resign from his post for the duration of his term.

The Imperial General Headquarters would be organized into 8 sections under Military Decree 1

Section 4: Intelligence Board

Section 5: Communications Board

Section 6: Technical Board

Section 7: Supply and Logistics Board

Section 8: Education and Training Board

Within the IGHQ, the IJA, IJN and IJAC are organized, as well as the National Army, Territorial Army and Reserve Army, along their former lines. However, much of the pre-coup leadership of the IJA (including commanders down to the battalion level) were to be purged of their position, between being honourably discharged (and thus enter the National Army), or to be stripped of all titles and honors as well as relieved entirely, depending on the severity of the crimes they commited. All such acts are done under individual Imperial Decrees, which Giichi is essentially using to rein in the military. Roughly half of the upper command structure of the IJA was purged, leading the way for more open minded young, aggressive and ambitious officers to enter the scene [13/20] Under Imperial Decree, most officers relieved of duty also weren't entirely satisfied with the decision due to obvious reasons, although most accepted their fate for now [16/20]. On a final note, with the mutiny in Russia still continuing, Giichi has demonstrated his resolved through essentially issuing a public order for the Roshia hakengun, to either withdraw from Siberia or have their supplies cut.
