King Rama VI had continued to try maintain his relationship with the army and fix the issues his country struggled with. He had aimed to assist the regions often ignored by his family, providing the basis for an actual financial system and educating the populace. He attempted to provide other large public services and reached out to neighboring governments to allay the food shortages Siam was experiencing.
But while he tried hard, it seemed those around him simply could not realize it. The semi-public forum given to disgruntled officers only served to embolden them as many either suggested radical reform and others demanded concessions that were clearly unrealistic and disgustingly in favor of the military. As the wave of complaints came from the military, it did seem to achieve part of his goals. As the military grew emboldened as an institution and radicalized officers more common, they at least felt they were being heard and the average officer respected Rama VI for giving them the time of day. Add on to that his continued support for the highest echelon of the Siamese military, and it seemed they were at the least neutral to Rama's goals.
Unfortunately, it seemed Rama's extremely ambitious goals would not only come to fruition, but acted against it. In his attempts to provide such a wide swathe of services and foundations, the rice shortage simply worsened [73/100]. The silence of their neighbors did not help Rama's case as it appeared they all turned a blind eye to Siam's suffering. As more and more bellies went empty, less and less workers showed up to work and less and less children went to school. Less and less saved money in the new banks, and construction of new facilities slowed. Unrest was growing, and Rama was between a rock and a hard place.
Until a report came back from the Ministry of Irrigation. It was an executive summary of how the first four months of work had gone. And much to his surprise, it was vastly more effective than even the liberal estimate his advisers had originally guessed [100/100]. Farm land increased at an incredible rate as food production sky rocketed for a short period of time. Food was handed out and sold at a level close to the pre-war period. The Ministry of Agriculture, of all the ideas Rama had, would be the one that would protect him for now. While the civil service was still disgruntled at the half-baked changes and the budget cuts, it appeared that the strikes and disapproval rate of the King had lowered drastically. The King could once again sleep well at night.
