The Federal Government directs municipal and State authorities in the Eastern metropoles to engage with the proto-anarchist rabble via peaceful means. News of departure from Russia are to be circulated, as is the Lansing Inaugural Address. The people, especially the protesters, are urged to stay safe and think of their loved ones, while they march in great numbers in public spaces - only recently did such public spaces prove a traumatic staging ground for stunts by dangerous elements. Police engagement for the East Coast protests: arrest anyone remotely dangerous on suspicion of endangering public safety, encourage demonstrators and onlookers to report any suspicious behavior, given that the Bolsheviks have pledged to attack again and these demonstrations would be an easy target.
Mayors are to organize welcoming shows at the ports as select shipments of the demobilized American Expeditionary Forces from the European theater still trickle in. The War to End All War is touted, and in speeches the mayors emphasize the soldiers' Trust for the Republic, which must be answered with care by the Republic for the soldiers. Not one should stay out of work. These events too are to be well-guarded.
