Across the Black Sea, the Kingdom of Bulgaria sees the red menace emerge violent and confrontational, ready to snuff out the lives of those that oppose it, and take from them its ill-gotten plunder of inheritance.

Here, in Crimea, we cannot stand by as the Families of our non-insignificant Bulgarian population find them fighting against the same Bolshevik threat as we do here. It would not do to keep families disunited in this time of crisis.

Therefore, we are authorising members of the understaffed 16th Cavalry Regiment and any members of the public who wish to take up arms, to travel back Bulgaria to fight against the Bolshevik threat there. Any and all who wish to travel, will be able to get prioritised service from the State for the allocation of travel documents such as Passports.

We will be asking for patriotic ship owners to aid in their transportation across the Black Sea, to the ports of Burgas, where the Volunteers, assembled the 1st Crimean Voluntary Army, will attempt to join up with whatever White Forces it can find there.
