With the current control of Northern Transylvania being not the Hungarians who claim this territory, but Romanian men who protest their current arrangement and now call upon their King to restore the land to it's rightful ruler. As such, the Kingdom of Italy calls for representatives from the Kingdom of Romania, and the Kingdom of Hungary to meet in the Plazzo Carignano in the city of Turin to arbitrate this matter, while the Kingdom of Italy oversees these talks.

The Kingdom of Italy proposes the following:

In order to preserve the peace between our peoples, The KINGDOM OF ROMANIA, The KINGDOM OF HUNGARY meet under the arbitration of The KINGDOM OF ITALY to establish a peaceful accord.

In order to secure such a peace, the eastern borders of The KINGDOM OF HUNGARY shall return to their position as defined by the TREATY OF TRIANON and thus evacuate all military forces and government officials from foreign lands by May of 1927. The KINGDOM OF HUNGARY shall also renounce all claims to the territory known as Northern Transylvania, and Transylvania as a whole.

As well, the western borders of the KINGDOM OF ROMANIA shall return to their position as defined by the TREATY OF TRIANON and restore order to the region known as Northern Transylvania.
