The Monarchists are victorious. However, their success has already been dubbed the Strange Revolution in the country, owing to the quiet surrender of the militarily superior Republican regime. A majority of the populace was supportive of the Republic but as it stands, the rapidly changing governments, dictatorial leaders and repression of the Catholic faith seem to have inserted enough disappointment into the mix to give the renewed Monarchist regime a moment to take a breather and re-establish itself.
Manuel II has returned to Lisbon, although disappointed in the militant takeover of the country, as opposed to his favoured peaceful approach. He has spoken here and there in memory of the few fallen in the Strange Revolution, expressing his wish to move away from violent repression and return the Kingdom to a lawful state. Hints of 'returning to the Golden Age' and 'restoring the Empire's glory in spirit' can be heard in his speeches.
Meanwhile, the Monarchist militants have wasted no time in forming a respectable government consisting of Africanistas, Integralistas and other right-wing monarchists as well as clerical actors. The chief militant of the revolution, Captain Henrique de Paiva Couceiro currently continues in his role as the President of the Government Junta and publicly reaffirms his wish to return to the Carta Constitucional of 1826. The new regime stresses the parliamentarian nature of the governmental system laid out by the Carta, claiming it doesn't differ greatly from the 1911 Republican Constitution. They also like to bring out the fact that the 1826 Carta does not limit the civil liberties of Catholics in the country, unlike the Republican counterpart.
In terms of the nature of the regime, it's clear the for the most part that Couceira's wishes will be fulfilled. An ideology resembling that of the Integralismo Lusitano movement is established as the government's guidelines, involving relative decentralization of power, a bicameral semi-elected parliament, a Monarch with veto power and national syndicalism.
The Carta provides for a bicameral Parliament. The upper chamber, modeled after the British House of Lords, will consist of hereditary peers whereas the chamber of representatives will be partially elected and partially appointed by the king. They will be called the Senate and Congress respectively.
The President's office has already issued a decree approved by the Monarch to abolish political parties in the country, stating that party politics and the related bickering, corruption and ineffectiveness are the factors that drove both the pre-revolution Monarchy and the brief Republic into the ground. Single candidates will be able to present themselves for the electable seats of the House of Representatives in the elections that will take place at the end of January in 1921.
