Yoda mythic first time rewards

For the first time rewards each tier has highlighted as 1st, meaning first time rewards like every other part of the game, 12 mods plus the credits, however when completing the stage you only get 2 mods and credits, is that WAI?
Edit: tier1 awarded me 2 mods, tier 2, 4 mods
