How does galactic war scaling work?

I'm pretty new to the game, recently got myself to level 85 and have a couple teams in doing nicely with. I'm wondering how the scaling works in galactic war, up until recently its been a complete breeze with my pheonix team. However recently I've been put up against some pretty tough teams and a couple times unable to complete all the battle for that day. I also have seen people talking in forums etc that there is a cap to the scaling for this game mode? Please help lmao I'm very confused
