Do I actually have herpes? (HSV1)

In the beginning of January (2024), I was treated for syphilis. When I was tested, I also tested positive for HSV1. When my doctor called to tell me about my test results, she didn't even bring it up. I saw the lab report myself right before, so she only talked about it when I asked about it. She said that my "positive" was some trace of something that showed signs of previous infection. She said she wasn't going to put me on herpes medication and didn't seem worried. I had never had an outbreak. This morning I woke up with a cluster of 3 small, red bumps on my chest. I noticed it in the shower and tried to burst them. Only blood ended up coming out. They don't really hurt. Could this be my first HSV1 outbreak?
