Emergency Withdrawal

Has anyone had any issues having an emergency withdrawal processed with a dispute after the term? My FiL was hospitalized right before Thanksgiving with gangrene and there was a lot of issues during that time. They are 2 hours away from us so I took time off work and we went to stay at their house since my MiL doesn't drive. Cell service sucks there and they don't have internet so once he was discharged after almost 2 weeks, we finally went home. I called my advisor and he agreed that I needed to do an emergency withdrawal. They called me 3 days before term ended wanting medical documentation. They said if I didn't have it before term ended, then I could send in a dispute and they would reopen it. I did that and they have denied any assistance and billing me for the whole term because I wasn't on record a his caregiver. My anxiety is through the roof and if I didn't have just 2 classes left to finish, I'd tell them where they can stick their approval process. Any help would be appreciated.
