Mother is in rehabilitation for months now and still receiving

I am confused, I thought that the office get notified to shut off the snap benefits. We kept being told she was coming home and every time was stocking up on can, box food, drinks and ensure to prepare. How wondering if we could have got in trouble for doing that? We stoped using the card as soon as they charged her month living expenses amount.but not sure what we're are supposed to do?
