Is there a place you guys recommend living in Utah that isn’t ran by predatory landlords and is actually decent?

Seriously. I moved out from my parents at 20 years old and have been on my own for over 5 years. In those 5 years I have moved multiple times and the one thing in common I’ve found is how predatory landlords are. They’ll charge insane rates for housing and you’ll end up having issues like repairs not being made, bug infestations, and/or insane roommates. This has left me ending my lease most of the time and moving. I’m wanting to live on my own but really have a budget of $1300 a month max. Is there any decent places you guys actually recommend? I know with this budget and how expensive it is out here I doubt I’ll find anything but I am desperate for suggestions at this point.
