Dropping classes online not allowed due to hold I can't clear?

Ok, I went to drop one of my summer courses as I don't need to take it anymore. However, I'm not allowed to due to an outstanding financial obligation...which would be the payment for those two classes.
So, am I not allowed in any way to drop one of those classes until I've paid for both of them, or is there a way around it?
