So this probably gets asked a lot, but I couldn't seem to find an exact answer searching threads. If I have an NA account and buy the English version from Amazon, am I able to access the DLC? I'm seeing conflicting reports that you either need to buy an asian version of the game or you must have an asian account in order to get the DLC stuff and I'm just looking for clarification. Am I even able to have multiple accounts from different regions on the same machine (PS4)?

I don't actually own the game yet, I'm just trying to decide if I will buy it if I can/can't get access to all the content. I've dabbled with Cross Rays a little and like the format, but don't care for any of the series in that game, I've always been more of a UC fan. Also, as an aside, does Genesis allow custom characters, and if so, is there a guide anywhere for how to build them?
