Permanent vinyl won’t stick to screen

I’m trying this for the first time and used a cricut to make a stencil with permanent vinyl. I mirrored the design and applied it to the back but the vinyl won’t stick to the screen. Any idea about what could be wrong? Could it be that the vinyl is slightly older?
