SCP-5866 : What is it (And Dr. Brenda) hoping to accomplish?

I mean, I'm not too knowledgeable about deeper lore and tale-canons, but by all means, the Veil is almost ostensibly a good thing, isn't it? Widespread pandemonium and the destruction of Normality as a whole isn't exactly something people go encouraging willy-nilly, so what's the deal? Is it even planned out, or is it just selfishness?
