Parking landscape - or landscaping with parks?

Elders and wise, wise ones and fair, if I may ask?
So the description for landscape specialisation items pretty much seems to say 'they're like parks'. So, if I may, are they really? That is, will a landscape item do everything a park item will? Will a park item do everything a land item will? And if not, when should park items be used rather than landscape items, and vice versa?
