How does the reserved seating thing work?

I'm pretty sure this is been answered a million times already but could someone explain to me how it works? I know it gets lifted like the week before classes start but how does it work exactly cause I'm currently on the waitlist for CSE 114 and 215 and not sure if I should be emailing the professors to see if they could drag me in or not (does that even work with waitlist or is that for closed classes?). I'm not in the program or AOI if that's useful information to know
