Looking to join ETWE would it be possible to experience Surface before SM

I'm looking to join as a ETWE. If I started my career initially on Surface Fleet for a couple years and then decided I'd like to go into ETWE SM. Would I need to go back and start basic training again or is it a case of doing the SMQ and if I pass i continue service on a boat and if I fail I return back to Surface?
I understand there is a shortage of in both ME/WE on both surface and boats.
Does one still hold their rate when they transfer?
