WA State Excise Tax?

Hi, I applied for my business license here in WA State. They say I need to pay excise tax (sales tax). If Rover is collecting taxes, are they paying that on my behalf? I am just a little confused. The Fed tax, I have been paying quarterly, but I have made over 12k this year, and WA state requires the licensing. Thoughts?
