Can I contribute to a Roth IRA for my daughter if she does not file an income tax return.

My daughter is 18. She makes a small income from dog sitting and babysitting. She does not file taxes. I'm told that I can still contribute to a Roth for her however, I'm also told that when she starts filing taxes, the IRS is going to send her a letter asking about those previous contributions.any suggestions on how I can do it?
