Insurance roof inspections

Had one this morning, Guy says he's there for photos only. Not a licensed storm inspector. Ends up chalking 4 corners of roof. He seemed not concerned and in a rush. Mentioned to roofer, "anything that's there should be in a picture right ? Roofer made him take pictures of a few spots, but wouldn't take close pics.
Also walks on ridge vents up and down house.
Is it common practice to send a 3rd party inspector / also with everything he said Just seems sketchy
