Peeling new flat roof?

Hi folks,

Roofer did the following a few weeks back, on a new build "garden house". Aside from the pooling, which I blame on the builder for not making the pitch just a little more... this peeling has started.

I think it's "polyglass" roofing? Was applied with gas and torch. He said this would be fine and didn't need anything further/thicker.

This is in UK, it has been up to 25c in recent days, and a fair amount of rain yesterday.

Is this peeling expected? Did he forget to do something? I might put a green sedum roof on anyway, but wanted thoughts.
