Is it possible to hack a CPS rom?

I noticed that there are rom hacks for different GBA and SNES roms, but I haven't seem much of arcade and specifically CPS ones.
I love CPS roms, especially CPS2 ones like X-Men COTA and Marvel Super Heroes.
It would be a dream come true if I could find a guide on how to hack those games so I can make revamps of those games, possibly with new characters and narrative if possible.
