How to make .nds files work for citra ?

Hello, Im a newbie to using Citra and understanding ROMS, CIA and 3DS Encryption, how to de-crypt, where to download ROMS from (as safe as possible but still accept risks) etc, and a few games I managed to download on my pc, come up as only .nds files.

After looking through google, and going through various reddit forums and links I found melonDS, that's supposed to work with these files. My questions are; Is melon safe to use? Does using this software make .nds files playable as 3ds games on citra? Is it even more complicated than that?

Please leave some tips, comments and advice below. As well as any links to videos or something that will help me understand!
