7/15 was an event that occurred on July 15th in Dallas, Texas. It marked the day a mutant rights march turned into a riot which resulted in thousands of civilians' death by mutant powers. This caused the public to view mutants as a threat to their safety.
7/15 started as a peaceful protest for mutant rights. However, there was a large-scale eruption of mutant power . Some say it was in self defense as the mutants were being attacked at the protest. Others say it was a terrorist act. Despite the cause, this event put in place very restrictive and discriminative laws for mutants.

Anti-mutant laws were put in place for "the safety of the public." This meant mutants could not use their powers in any capacity or they could be jailed and prosecuted, depending on the offence and severity. Though often they were over prosecuted for their crimes just to get them off the streets.

1. Sentinel Services is a government agency within the U.S. Department of Defense. Its greatest purpose is the protection of the nation against lawless mutant threats, or so they claim. This agency has been accused of targeting and imprisoning mutants in detention centers needlessly. While it's not illegal to be a mutant, it is illegal to hide it from the government, thus the need for an X-Gene test, which is conducted by Sentinel Services to determine whether or not any given individual is a carrier of the gene. Using a mutant ability in public is equivalent to using a deadly weapon in public and can result in incarceration.
2. The Mutant Underground is a nationwide network that was founded after the anti-mutant laws were enacted. Initially, their only goal was to provide refuge for persecuted mutants, but when it was discovered that mutants were being forced into hunting each other for Sentinel Services, the Underground made it their secondary objective to put an end to it and all other anti-mutant agendas. This, in turn, brought them into conflict with Hellfire Club, who preferred using extreme measures to achieve their goals. Eventually, some members of the Mutant Underground left to join the Hellfire Club, believing the Underground wouldn't do what was necessary to ensure the survival of mutantkind.
3. The Hellfire Club was a mutant terrorist organization. Like the Mutant Underground, it tries to fight against anti-mutant actions, however, they believe that humans and mutants will never be able to co-exist and favor using excessive force and aggressive actions. The precise date the Hellfire Club started is unknown, however, they are shown to have been in operation as far back as the 1950's. Currently, the organization is attempting to revive itself and have sent several agents to infiltrate positions of political power.
4. The Purifiers are an anti-mutant hate group, willing to commit violent acts against mutants ranging from intimidation, arson, and lynchings. Somewhat like earlier hate groups across history, the Purifiers are not a nation-wide "organization" as such, but more of a concept. "Purifiers" is more of a catch-all term for violent anti-mutant human groups, ranging from loose gangs to fairly well organized militias. There are also public figures who give public support and financial aid to anti-mutant causes, such as politicians and businessmen.
5. Trask Industries is a private military organization that runs a program to create Hounds, mutant soldiers that hunt other mutants. Although the organization supposedly disbanded in 2006, they resurfaced to work with Sentinel Services in an attempt to bring the Mutant Underground down.
6. Hounds, also known as Mutant Assets, were mutants that have been drugged and brainwashed into hunting other mutants for Sentinel Services. They are created through a program devised by Trask Industries and branded with a tattoo to signify their status as Hounds.
