What is the droprate/chance for painted items?

I have played around 50 hours - (from lvl 45 to (51)) and ONLY 1 painted topper which is "Witch Hat - Sky Blue". I have gotten a couple of certified items, 3-4, but i think that painted items are more rare?

What is the dropchance for these items? I've read somewhere that the chances increase every game as you dont get an item. I've also read that there is some kind of week cap which restricts you from gaining any more items if you've already got some this week.. I remember before this summer update that you would get an item like every 3 games that you play. Could someone please explain how it works now?
