How do I get my rock band 1 songs onto rock band 3

Years and years ago, I bought both the rock band 1 and rock band 2 export keys for the PS3. Just recently, I decided to pick up rock band 3 on the PS3 again.

Now when I went to redownload both export keys from my purchase history on my PS3, I was able to do without issue. I noticed that the rock band 2 export key was nearly 2gb in size though while the rock band 1 key was only 100kb.

Needless to say, while all the rock band 2 songs show up on rock band 3 without issue, I can't get any of the rock band 1 songs to show even with the key installed

So am I doing something wrong? What do I need to do to get the rock band 1 songs onto rock band 3?
