Question on my garrison commander pairing…. I’m very new to game and working with commanders I actually have!

sun tzu is my garrison commander, should I pair him with el cid since el cid is an archery commander and that will balance/cover sun tzu’s weakness since he’s infantry… OR pair sun tzu with Pelagius because they both have garrison specialties
