Joan of ark and Boudica

Hey there I’m kinda new and I was wondering if
I should use my Joan of arc or boudica as my primary.
My Joan of arc is level 28 and 5,1,1 Boudica is level 38 and 5,5,3,1
I know that my Boudica is higher level but some people said that I used just use Joan of arc, so I really don’t know what to do. I was also wondering if I should even use ‘em together.
