The requirements for choosing your own flair have been drastically reduced.
Your account needs to be at least one year old and has 500 or more comment karma; this has been reduced from 1000. If your account doesn't meet the requirements, a flair will be automatically assigned to you and changing it won't do anything. And if you meet only one of the two requirements, no flair will be assigned to you.
You can choose your own flair by clicking (edit) under Subreddit Info on the sidebar to the right.

Same requirements apply in r/XRP
This is what the new XRP flair looks like next to the username.
In addition, special flairs will be given to helpful contributors.
