The Numenor/Southlands colonization thing came out of nowhere

Last season there's a mere mention of Pharazon wanting to use Numenor's involvement in the Southlands to exploit resources, but there's no further development.

Now all of a sudden Kemen's in Pelargir. The way he talks with the Southlanders makes it sound like there was some kind of agreement put in place to set up a fortification or trade agreement for months. If that were the case surely Isildur would have left for Numenor earlier.

It's incredibly jarring.

(Side note: while I'm not a fan of most of the costuming in this show, Kemen's got serious drip here)
