Ring Core v0.18.2.1 ESSENTIAL UPDATE

This is an ESSENTIAL release for everyone. It fixes an issue with certain transactions staying in the mempool. With this fix in place, at block 35550, these transactions will successfully complete. Please upgrade as soon as possible. To ensure uninterrupted service, You MUST upgrade before block 35550. After block 35550, non-upgraded wallets will not be able to accept blocks, and will need to upgrade to continue working.
