Mod-list testing automation; does it exist? If not, could we MAKE it exist...?

So, kind of weird question but: does anyone have a program that can take a mod-list file for the game, tear it apart into the individual mods, and then switch them all off-and-back-on one-by-one to figure out which one is causing a conflict that makes the game fail to load by testing that set of altered lists one-by-one overnight while you sleep and eliminating any that don't load within a specific period of time? If the answer is "No": how hard do you all think it would be to make a program like that...?
