Any mod to create autonomous colonies?

I'd like be able to send out colonists to create friendly colonies across the planet but without me having to control those colonies myself. Is there any mod that can do that? Or, in general, other than gifting my colonists to existing allied colonies, what else can I do with them to, get rid of them and keep my population low, that's not psychotic? :-)
