Can anyone tell me what's on the barrel

So I bought this firearm new (special order) and when I went to clean it I noticed this orange stuff in the barrel. I attempted to clean it with o85, hoppes #9, and copper fouling cleaner and none of those removed anything. So I sent it back to Ruger and just got the results. They said their was no rust found, so I'm trying to figure out what this was. I haven't gotten the firearm back so I don't know if it's been removed.
