Soul Silver Cheat help.

So I have run into an issue that is driving me insane. I'm currently playing Soul Silver, and I would really like to do a masterball cheat. But when I load up the cheat list for this game as one would, none of the cheats I select and apply are working for me. Am I missing something? I enable them and then press apply. And then when I get into the game, I press the desired buttons (Whether it be select or l r). But alas no avail.
