Inspection already? Fees?

I just moved in to my first place with my boyfriend last week, they did an inspection on our move in day, no fee for that, but I thought it was weird that we have to pay a $75 fee for our quarterly inspections? And I thought it was weird that we’re not even finished moving in and the property manager has submitted a request to the rental company for a quarterly inspection, I don’t have a date yet, but I was wondering if this is fairly normal practice? I’m in Canada by the way.
