What should we do if....

We've been renting a home for a few years, but we continually have to pull weeds that grow back tenfold within a week in the front yard. We've noticed some sort of ancient cloth like fabric lying under the rocks which may have been used a long time ago for weed control, however now it's just causing the roots to have a barrier to hide under so they can grow the moment we've pulled weeds 🤦🏻‍♀️ Should we tell our landlord / property manager that we would appreciate that they get it redone or removed so we don't have this problem forever? Or what should we do? Our lease says we are responsible for upkeep / maintenance of the lawn, shrubs, etc and if we fail to keep the yard properly maintained our landlord can hire landscapers then charge us the fees so I'm worried this may not go well if I ask them to take care of that under layer of fabric material. We don't have grass, just the ground / dirt under the fabric layer with decorative rocks on top. We do maintain the yard in terms of watering the plants / trees and pulling weeds, but these weeds have become a neverending battle for us. I'd also like to note we have a neighbor cat that likes to come over to visit us so we aren't keen on weed killer which is why replacing or removing this fabric seems to be the best option. This is our first rental home so please let me know if you have any solid advice.
