Mailbox problems

I am currently trying to fix my mailbox.
I would just replace, but it is cemented in to a tower. I can’t figure out how to remove it. The hinge the screw attaches to on the mailbox is rusted through.
I think my only options are
1 figure out a way to remove mailbox.
2. Borrow a welder and reinforce hinge area with a new piece of metal
Both options seem like a pain in the *ss. I hoping someone has a suggestion
