Do you use condoms on first time with a new partner?

There is all types of talk about "hookups" and " yeah I met this guy/gal and we wound up having sex." My close friend says she's on birth control so why use a condom. She also made the comment "when the juices start flowing things just happen." So.... do you or don't you use condoms?
