When do you think a sense of modesty develops? Like is it a taught thing like language, or an instinctual thing like learning to walk?

I was talking with a few friends about nature vs nurture and this question popped up in my head. For as long as I can remember I've always been uncomfortable without at least pants on but a few of the guys said that they use to walk around only in underwear when they were kids so I'm curious of what you think
