Exhibitionist ladies: where do you show off at?

I was in Lowe’s once and this older woman came near me in the lumber section. She was making small talk and I noticed she wasn’t wearing a bra. My young self was too naive to figure out what was going on, but I think she liked showing off and wanted me to notice. To this day I regret not at least engaging her.
Ladies, do you do things like this and if so, where do you go to do it?
