If you play the American commonwealth (not sure if this happens in every playthrough or not), you can get an event tree where a serial killer is terrorizing a county in southeastern Pennsylvania, eventually burning down part of a state forest and killing hikers.
What is this referencing, if anything? I'm a mild true crime buff and I don't recognize this as a parallel from OTL. Is this supposed to be a false flag attack by somebody within the government, like the "bernie orchestrated 5/11" events you can get? Is it a real event with some details changed? Is it just flavor?
