Buy the coat and wings to get the hair for free. Hair will be gift dropped to players who own both the coat and wings on Feb 13th.

It doesn't matter how you came to own the coat and wings, via a gift or buying them yourself. If you own both items when the event ends you'll get the Jack Frost hair.
The Jack Frost hair counts as both hair and a hat, you can't put a hat on top of this hair style
